Sanni Okanlawon Explains Rationale Behind Introduction Of A Bill For The Registration Of Cooperative Societies And Other Connected Matters By LASG
The Lagos State House of Assembly House Committee Chairman on
Commerce, Industry and Cooperatives, Hon. Sanni Okanlawon has explained the
rationale behind the introduction of a Bill by the Lagos state Government for a
law to provide for the registration of Cooperative Societies in the State
and
for Other connected matters.
Hon. Sanni Okanlawon speaking at A-Day Public Hearing of the
Bill organised by the Lagos State House of Assembly on Wednesday Dec 30, 2020 stated
that the Bill which had already scaled through the 2nd reading “is
for the purpose of re-enacting subsisting cooperative society law Cap C 14, Law
of Lagos state of Nigeria 2015 which was inherited from the old western region
government in 1964 and adopted by Lagos state Government upon its creation in
1967”.
He added that the Bill when finally passed into law would
address various problems connected with registration, management and operation
of cooperative societies in the state for effective management as well as
issues on non-compliance with the provision of existing law by the operators,
inadequate statutory sanction for defaulting operators and members and some
other loopholes which encourage impunity particularly among the cooperative societies
within the state.
Hon. Sanni therefore urged invited stakeholders present at the
public hearing to come up with their suggestions, assuring that their
suggestions and inputs would be factored in into the house committee’s
recommendation before the passage of the bill into law.
The Lawmaker representing Kosofe Constituency 1 therefore
lauded the office of the Head of Service, Ministry of Justice and Ministry of Commerce,
Industry and Cooperatives for coming up with an executive Bill to address various
problems associated with the cooperative societies in the State as well as the review
of the reversed public service rules and financial regulation 2015.
He expressed optimism that the bill would restore sanity and
bring transparency and accountability into the operation of Cooperative
Societies in the State.
His Words: “The essence of tinkering with the law is to
correct so many inadequacies that we have observed overtime. That was why we
came up with this bill. And is meant to correct so many inadequacies; for instance,
transparency and accountability has been an issue. There are sections that have
taken care of it.
“And in the case of a demise of an operator what become of his
interest in the cooperative society? The new bill has adequately provided for
operator to nominate a person before his demise that will take care of his
interest and investment after his demise”.
The proposed Bill for a Law to provide for the registration of
cooperative societies in Lagos State and for other connected matters, among
other things, made provision for the appointment of a Director who shall be an
officer in the state civil service not below Grade Level 15, responsible for
registering, supervising, monitoring and disciplining of operators of cooperative
societies in the state.
